Summary: Notes that the advent of the international economic crisis in the early 1980s, led to almost complete abandonment of the integration instruments and commitments, and hence to a systematic decline in intra-regional trade. Proposes a renewed integration scheme which would be sufficiently flexible to cover all fields where Community action is desirable and possible, such as trade integration, agricultural integration, industrial integration, cooperation and integration in the field of external trade, physical integration, and monetary and financial cooperation and integration.
