Discusses trade reforms introduced during the 1980s in 16 Latin American and Caribbean countries which were suffering from large debt over-hangs, decling output, balance of payments problems, falling foreign exchange reserves, and high inflation. Concludes that the best way to ensure sustainability is to promote and maintain a stable macroeconomic environment through prudent fiscal management, economic deregulation, financial sector reforms, and greater competition.
