Summary: Argues against a tripolar view of the world. Considers that compared with Japan, the EC and the US are pre-eminent not only in terms of the size of their economies but also in their strategic role across their respective continents. They share also a dual tendency in their economic policies : a combination of growing liberalisation at home coupled with a significant and sustained element of managed trade with the rest of the world. Reasons that the EC and US should commit themselves to a more liberal external policy so that their global leadership role can be exercised in the direction of more enlightened economic policies.
