Notes that in less than ten years, the Latin American and Caribbean region has radically transformed its policy vis-a-vis foreign capital, abandoning controls and restrictions, and establishing non-discriminatory and national treatment. However, progress still has to be made at the level of domestic policies, in order to attract stable, productive flows, and at an international level, where instruments are being negotiated, in order to standardize foreign investment systems.
