Summary: Describes and analyses the successes and failures of Puerto Rico's CBI programmes. Argues that the socioeconomic instability that initially propelled the Initiative may be a lesser factor in the upcoming period while, as regional trade arrangements appear increasingly important in the global economy, that aspect of the CBI which seeks to bind and integrate the Caribbean economies more securely into the U.S. regional economy has the potential to be a more significant determinant of the Initiative's evolution during the decade of the 1990s.
