Discusses economic development through the use of instruments of monetary policy in general and in particular the exchange rate. Sees fiscal and monetary policy as well as direct controls as the main instruments of economic policy which can be targeted to achieve growth and development. Puts forward the view that foreign aid has contributed to an adequate supply of foreign exchange and has consequently led to comparatively low exchange rates. Briefly discusses monetary integration in the OECS states. Sees the harmonization of tax systems in a monetary union as a means of fostering trade and mobility.
