Notes that while the official ECU has the legal characteristics of a currency it should still be considered as a developing or quasi-currency. On the other hand, it has also experienced success as a deposit and credit instrument, and to a lesser extent as a market instrument. The development of this 'private' ECU - a market creation made possible by the free movement of payments and capital and the abolition of restrictive measures, while authorised by the law, is only controlled by the law to a limited extent.
