Argues that countries in East Asia and Latin America have received the most foreign direct investment because they have adjusted their development strategies to keep up with globalization. Identifies areas which have caused countries to lose out on foreign direct investment as obstacles to entry, inadquate legal protection, overvaluation and restricted access to hard currencies, trade barriers, tax distortions, and investment promotion.
