Discusses some of the basic issues involved in designing apropriate telecommunications networks to cater for regional differences within a framework defined largely by the global marketplace. Warns against quick short-cut solutions relating to technology, the local environment, simplicity, systems, and stragety and implementation. Concludes that advanced technology can and should be used in developing countries, but selectively, after careful analysis of needs and opportunities, and with a full appreciation of its advantages and risks.
