Opines that the question of whether there is a way out of the developing countries debt trap can only be properly answered if their indebtedness is not viewed as an isolated factor. Suggests that it should be seen in the context of the total net resource flows into these countries. Concludes that the IMF's role as catalyst sholud be strengthened and its surveillance function should be improved; the G7 Group should put in place stable economic general conditions, particularly harmonised control of the interest rates of the key currencies; and, the threshold countries should be supported in creating credible political conditions.
