Argues that driftnet fishing in the South Pacific militates against regional efforts to preserve or restore fishery stocks at levels of the maximum sustainable yield - a duty imposed by the Law of the Sea Convention on all states. In order to conserve and manage fish stocks, the South Pacific coastal states can legitimately proclaim and execute a 'driftnet-free zone' in their EEZs either individually or collectively.
