Proposes an alternative approach to NAFTA that puts democracy first and rewards democratic progress with economic and trade privileges, culminating in the creation of a Common Market for the Americas. Notes that most of the political reforms undertaken by Mexican leaders have been modest and largely cosmetic, while human rights violations, electoral fraud, and corruption remain endemic. Points out that the integration of countries with such disparate levels of development will also require close coordination of macroeconomic and investment policies.
