Centres on four priorities: to promote intangible investment; to develop industrial cooperation; to ensure fair competition; and, to modernize the role of the public authorities. Identifies and proposes action to make the Union's industry more competitive, taking account of (1) the new challenges facing industry, (2) the need to create jobs and attract new jobs in Europe, (3) the fact that competitiveness is not an end in itself, but is an essential means of improving the population's living conditions.
