Notes that stop-and-go cycles, where the 'stop' phase of price stability, stable exchange rates and export bonanzas, was regularly followed by the 'go' phases of inflation, depreciating curencies, and collapse of exports, have been a central feature of the Latin American economic landscape. Argues that the abundance of natural resources and inflows of easy foreign capital have permitted Latin American countries to delay the micro-economic reform that are needed if this region is to be free of these deleterious cycles.
