Contests the claim that increasing enmeshment in international regimes marks the death of sovereignty and national policy autonomy, showing that international cooperation has been a pillar of so-called policy autonomy, and is increasingly the basis for capacity enhancement. Appraises the proposition that transborder flows are eroding domestic capacities for economic governance and producing a new kind of state.
