Summary, etc. Advances a modified explanation of regime formation in the Pacific that is conditioned by cognitive factors, as follows: (1) that US predominance inhibited early attempts to organise the Pacific, by creating disincentives for the parties to institutionalize and multilateralize relationships; (2) that the present regime is largely a response to 'leveling' changes in economic and political power relations among Pacific nations; and (3) that value differentials are also important and have structured APEC as a weak regime.
