Summary, etc. Compares the relative disparities between Mexico and the US with the disparities between Portugal and Spain and the rest of the EEC on the eve of their integration into the EEC. Shows that the disparities between the US and Mexico are far greater than those experienced by the EEC, and therefore NAFTA can experience more problems in economic adjustment than did Europe when Spain and Portugal joined the EEC in 1986. Illustrates the importance of adjustment programs in mitigating the worst effects of integration, as exemplified by rural communities throughout the US, and by the domestic apparel and textile industry.
