Points out that while the CET is simple and practically appealing, its effects on the benefits of the integration process must be examined carefully. Suggests that other issues that should be critically examined are whether the CET constitutes an inward looking or outward looking policy, and whether trade discrimination among member countries is encouraged without promoting trade liberalization with the rest of the world.
