Summary: Suggests that although sound macroeconomic policies and an efficient infrastructure are essential to provide an enabling environment for the productive use of resources, they are not sufficient to transform the structure of African economies. Supports the call for a human centered development strategy made by the UN Economic Commission for Africa and UNICEF. Sets out a range of proposals aimed at encouraging ordinary people, especially women to take greater responsibility for improving their lives.
