Explores the factors which influence the success or failure of the domestic response to an external shock requiring the implementation of an adjustment programme. Identifies the importance of developing a sound information system that enables the nature, direction, duration and magnitude of the external shocks to be properly assessed. Stresses the importance of assessing the state of the economy and forecasting its likely evolution in light of the shock of an appropriate theoretical approach and the formulation of a programme based on a clearly-defined strategy.
