Sets out the basic tenets underlying the creation of antidumping duties and countervailing duties to prevent or remedy unfair trade practices. Illustrates the parallel that exists between Canada's bargaining position under the Free Trade Agreement to that of Mexico and other Western Hemisphere Free Trade Agreement nations vis-a-vis the United States, thereby emphasizing the need for a binding dispute settlement in a WHFTA. Discusses the major provisions of Chapter 19 of the Free Trade Agreement (FTA) and its application to date.
