Summary: Presents the decision taken to initiate the study, as well as the summary of the evolution of CCPAD from the initial Regional Food Plan (mid 1970's) to the review of the current programme. Reviews CCPAD during the period 1989 to 1993, and summarizes the findings of the four surveys. Gives a summary of the enabling environment that under which the redesign or improved CCPAD must operate to the year 2000. Focuses on the goal, objectives, strategy and framework for the redesigned CCPAD.
