Seeks to address the international policy agenda. Discusses the different approaches to liberalization in the United States, up to the present Telecoms Bill; in the European Union, looking at the strengths and weaknesses of the Commission's and national efforts; and in Japan. Relates regulatory changes to changes in the behaviour of enterprises, in particualr the emergence of internationally competitive but specialized telecommunications companies in the 1980s and the shift to multimedia conglomerates in the 1990s.
