Summary: Aims at the integration of science and technology into government's wider macroeconomic planning framework. Sets out the philosophical and purposive bases which shall guide the formulation of specific plans and actions for a revitalisation and re-focussing of the nationaol effort in science and technology. Provides a cognitive framework which shall allow the establishment of criteria dfor generating, identifying and selecting options and alternatives consistent with government's wider public policy scheme.
