Reviews the current status of the trade debate in Washington and its implications for SELA member countries. Examines what the fast track negotiating authority is, and why it has been so difficult to obtain. Discusses the implications of extending a new grant of fast-track authority on the terms proposed by Congress, as well as the prospects for negotiations without fast track. Examines other pending issues in US trade legislation could either be acted upon as part of the fast-track bill in 1998 or advanced as separate legislative initiatives.
