Summary: Notes that the government is constrained by inadequate flows of revenue and foreign exchange and by significant debt service payments, but the most difficult problem is that of controlling budget deficits. The main solution to this problem which gained prominence over recent years is to divest public enterprises and thus reduce the size of the public sector. The main challenges for the government is to stimulate increased production and growth and to negotiate or unilaterally adopt a debt reduction strategy.
