Summary: Takes as its point of departure the argument that the rationale of regional economic integration among developing countries differs significantly from the theory that applies when developed countries integrate. For developing economies the focus is usually industrialization in a larger market. This introduces the difficult issues of polarization in development and inter-country distributional effects. In Southern Africa, these issues are particularly acute, espectially with SACU.
