Addresses some of the major difficulties associated with the implementation of the CBI, and explains why and how effectively Costa Rica has overcome these problems by exploiting the CBI benefits and pursuing the Initiative's objectives. Argues that CBI contributed to economic and policy-oriented changes in Costa Rica that led to the expansion of its non-traditional export sector, and a significant increase in foreign investment in the country.
