Summary: Argues that the objectives of the Free Trade Agreement, 'to facilitate conditions of competition within the free trade area... and to strengthen the competitiveness of US and Canadian firms within global markets', are undermined by the vigorous use of anti-dumping actions. Examines the Australia/New Zealand approach to anti-dumping and antitrust and considers the extent to which it can be applied to the Canada/US setting. Proposes a model for a harmonised antitrust regime that can address the harm dumping causes.
