Discusses recent developments in the international economy which have placed the sugar and banana industries at risk, viz. the coming into being of a single market on January 1, 1993; the thrust towards global free trade in the on-going Uruguay Round of GATT; and, difficulties in hammering out a new International Sugar Agreement. Stresses the need for bold policy initiatives if the virtual collapse of some Caribbean economies is to be pre-empted. Calls for the reduction of Caribbean unit cost of production below the international average, and new inflows of targeted funding to achieve tangible benefits.
