Summary: Points out that despite the apparent disagreements between the US and many developing countries at the Earth Summit, there is a broad area of common ground between them. Identifies areas in which US must change its policy towards developing countries as: improving environmental monitoring and compliance; leveraging public capital to stimulate private investment in environmentally friendly technologies; training local policy-makers, managers and entrepreneurs; and, promoting exports of US environmental technologies.
