Summary: Discusses the problem of creating the right incentives for waste management. Notes that (1) developed countries must accept that high standards and costs for waste disposal will always increase the incentive to dump and cheat; (2) governments need to apply financial instruments to the materials society uses rather than to the waste it creates; (3) rich countries should accept that they do not have, and never will have, facilities to recycle more than a fraction of the rubbish they create.
