Discusses NAFTA's implications in the areas of (1) trade diversion, which will result in a reduction of exports from the region; (2) investment diversion away from the region; and (3) relocation of production capacity away from the region. Notes that Caribbean countries are ill-prepared to face the challenges posed by NAFTA, and the strategy of maintaining CBI privileges through a parity arrangement is one response to the Caribbean dilemma.
