Summary: Advocates the need for forward strategic planning in the area of eco-tourism development and management. Identifies constraints to planning as: (1) the lack of a regional tourism strategy; (2) lack of a clear vision of the product to be promoted; (3) misconception that promotion equals planning; (4) tourism is project rather than comprehensive plan driven; (5) mismatch between policy and projects; (6) lack of forward strategic planning; (7) problems relating to the planning process; lack of reinforcing legislation; (9) lack of clearly defined roles and responsibilities; (10) insufficient technical manpower; (11) uncoordinated donor and technical agency intervention; and, (12) lack of public participation. Identifies key areas in which specific action is required.
