Explains that strategic planning is not strategic thinking : one is analysis and the other is synthesis. Examines the fallacies of strategic planning, and suggests that as it has been practiced, strategic planning should really be called strategic programming ie. the articulation and elaboration of strategies, or visions, that already exist.
