Summary: Notes that services are an increasingly traded international commodity that the multilateral trading system can no longer ignore. Points out that much of the concern over wage equalization in the services industry has been exaggerated. However, services are often particularly identified with nationality, and negotiating market entry remains sensitive. The only solution is to use each of the various types of trade organisations and agreements to accomplish what others cannot or will not.
