Notes that OECD governments view information technology as a key technology, and have developed a variety of national policies and joint public-private programmes to maximize IT diffusion in private industries and services. Here diffusion involves the development of technical change-generating capabilities to adapt a 'given' technology to fit particular conditions of use in a widening range of situations, and to continuously improve the adopted technology beyond the investment phase.
