Summary: Points out that Trinidad and Tobago has so far failed in its efforts to establish successful fisheries joint ventures. Advises that more attention should be paid to the characteristics of these joint ventures, as well as to planning, negotiation, and execution of the joint ventures if it is to reverse this situation. Suggests that Trinidad and Tobago learn from the experiences of those countries which have had success with fisheries joint ventures, as well as from its own past experiences.
