Summary: Argues that despite the elements of mutual commitment in the Sugar Protocol, reforms to the EUs sugar policy have been framed with little regard for the interests of the ACP countries. Yet, despite the negative implications for the ACP countries, they remain obliged to deliver if they wish to retain the market guaranteed by the Sugar Protocol.
