Considers what changes might be necessary to correct what he sees as a design flaw in the proposals, namely the imbalance between sanctions on :inappropriate' behaviour which are available after accession, and the pre-entry sanction of exclusion. Looks at the relationship between members and non-members, and discusses the special case of the United Kingdom.
