Summary: Argues that Latin America's long-term pattern of unequal distribution of income was prevalent not only during the epoch of import-substituting industrialization and pervasive government intervention, but continued into, and throughout, the most recent era of neoliberalism (1973-present), which has been characterised by a reliance on free markets and trade, private enterprise, and limited government intervention. Points out that in order to reduce proverty and inequality, it will be necessary to do two things: (1) achieve and maintain macro-economic stability, and (2) attain high levels of investment in physical and human capital.
