Summary: Outlines a number of strategies which are essential for achieving indigenous scientific capacity in the South for sustainable development and environmental protection. These strategies include substantially more investment by government in the South in research and development and full integration of science and technology into national development plans, developing scientific talent and human resources beyond the critical mass, strengthening scientific institutions, intensifying regional, interregional and international cooperation and establishing strong national and regional alliances between industry and research institutions.
