Notes that adult education is essential to ensure the success of the process of change taking place in the economies of many countries of the region and to strengthen the structures of democracy. Identifies the following roles of adult education : the part it must play in the struggle against poverty; the importance of fashioning strategies around the learning needs of the popular sectors and the expectations and requirements of education development in general; the need to help create a democratic society; the necessity for cooperation between non-government organisations and the state to implement new strategies; and the importance of reexamining the methods of education.
