Summary: Points out that the process of decolonisation has stalled in the insular Caribbean. Since 1983 no island has achieved independence in the 16 dependent territories that remain, islanders have consistently voted in favour of the political status quo and, by assumption, the lucrative package of territorial economic concessions.
