Demonstrates how education for democracy and the creation of a culture of peace can enable people to face challenges effectively and give meaning to their lives. Argues that any education programme can only bear lasting fruit if it touches on what gives individuals their values and make them human, i.e., freedom. Further education for democracy and the culture of peace cannot develop and become a permanent feature unless it contributes to a real awareness, in all societies, of the political and social problems facing humanity in its quest for a better life. This awareness sets the concept of education in the context of a completely new vision.
