Summary: Recalls the main economic features of trade in services which sets it apart from trade in goods. Examines how these features have been incorporated in the GATS and how the services agreement differs from the General Agreement on Tariffs and Trade (GATT) which covers trade in goods. Reviews the achievements of the GATS in terms of liberalisation commitments. Examines the main issues which are likely to be present on the agenda of the next round of multilateral negotiations on Trade in Services scheduled to start no later than 1 January 2000.
