Summary: Contrasts the Mexican economy to the rest of North America and argues that NAFTA should have a greater impact on the former. Looks at four dimensions in which NAFTA may be analyzed viz. its impact on optimal economic policies; on economic performance; on income distribution; and on labour market integration. Discusses the institutional consequences on NAFTA under the premise that institutions matter for economic outcomes. Presents some lessons for the FTAA negotiating countries.
