Summary: Opines that one of the fundamental challenges facing SIDS is the determination of those vulnerabilities that are externally propelled from those that are self inflicted. Suggests that undertaking this task requires the building of the statistical data base, information and knowledge capacity required by SIDS to build the resilience mechanisms. Notes that the lack of design and decision making, indicates that under these circumstances international institutions supported by donor countries continue to resort to donor driven development models without acknowledging the special circumstances of SIDS.
