Summary: Argues that what is generally called 'democracy' is really a sanitised procedural democracy which often entails 'departicipation' and, that the democractic transformation in the developing world was largely a conditional and frustrated process. Questions the popular perception that Guyana has experienced genuine democracy since the historic October, 1992 elections, since it argues that local forces did not have ownership of the political changes that occurred in the 1990s.
