Summary: Notes that the Dominican Republic has applied to become a member of CARICOM and that it is only the United States trade embargo against Cuba that prevents a structured relationship between Cuba and the Dominican Republic in the Caribbean. Suggests that Puerto Rico may eventually become independent. Sees the media in all Caribbean countries playing an important role in creating people-to-people knowledge to break down ignorance and facilitate understanding. At the levels of government, the private sector and universities there will be need for dialogue and for developing partnerships.
